Recently, Dr. Qiu Bo, Chief Counsel and Dean of the Lawyer Academy at Shanghai BillionsLawyer LLP, was invited to give a lecture covering cutting-edge tax law and cross-border legal practice to hundreds of lawyers from Hengdu Law Firm, one of China’s premier legal service providers.
This event brought together legal scholars from universities, fiscal and taxation practitioners, professional attorneys and tax industry practitioners. Centering on frontier practical topics including cross-border tax compliance, tax disputes arising from invoices, the coordination of civil law and tax law application, and offshore investment structures of Chinese enterprises, in-depth closed-door seminars and professional exchanges were held.
The sharing session adopted an offline main venue plus simultaneous online live broadcast model, covering more than 40 branch offices nationwide and hundreds of lawyers. The on-site seminar was carried out in a heated atmosphere, with lawyers from multiple regions participating online concurrently. It broke geographical barriers to communication, fully demonstrating the in-depth expertise and industry responsibility of university law schools and professional law firms at the intersection of tax law theory and practice.

Dr. Qiu Bo started with the origin, operational mechanism and domestic implementation progress of the CRS regime, sorting out the upgraded adjustments of the CRS 2.0 era in the granularity of information disclosure, coverage of taxable assets and institutional due diligence standards. Combining typical cases such as dual tax resident status, offshore shell company structures and cross-border financial accounts of high-net-worth individuals, he reminded the industry to attach great importance to the determination of tax resident identity, annual self-declaration of overseas income, compliant disclosure of cross-border financial accounts and regular risk control, and to improve compliance systems in advance to avoid being listed for tax risk inspections.
After the thematic sharing, an open exchange session followed. Participants raised numerous practical questions around the construction of cross-border tax compliance systems, tax risk control for invoices in the platform economy, the applicable boundaries of tax-related criminal charges, and the optimization of overseas investment structures for Chinese enterprises. Dr. Qiu Bo provided detailed responses one by one by drawing on case handling experience and academic research, creating a vibrant interactive atmosphere on site. All participants agreed that as a renowned expert in criminal law and tax law, Dr. Qiu Bo’s presentation integrated profound theoretical insights with actionable practical guidance. It clarified cutting-edge thorny issues in current tax law, and built an excellent platform for subsequent accumulation of typical cases, sharing of professional experience, and regular academic and practical collaboration between universities and law firms, boosting the specialized and standardized development of the fiscal, taxation and legal service sector.
